This plenary week, Vice President of the United States Joe Biden will take floor at the Ukrainian Parliament this plenary week.
Chairperson of the Verkhovna Rada Volodymyr Groysman said this in his opening speech at the Monday Conciliatory Council meeting.
Groysman congratulated the attendees on the Local self-government day. He noted that "this day is especially important taking in account the necessity to allow the people at the local level to take decisions." According to the Chairperson of the Verkhovna Rada, the decentralization reform "has positive dynamics," however, much is still to be done on that path. Comprehensive and efficient local self-government in Groysman's words is a formula of high living standards, high-quality education and creation of new jobs.
The Chairperson of the Ukrainian Parliament said that this plenary week, the Ukrainian legislature planned to consider a number of important draft laws.
Speaking about the expected speech of Vice President of the United States Joe Biden, Groysman said: "That is a very important event."
Besides, Groysman noted that the Tuesday agenda envisioned a number of important draft laws, in particular, the one on international broadcasting (in second reading). He also said that this plenary week, the walls of the Ukrainian Parliament would organize an "agrarian day" to consider about 11 field-specific draft laws.
On Wednesday, the parliamentarians will eye the issues touching ratification of documents, a number of draft laws on financial services touching the access of mass media organizations' representatives to parliamentary committees, and the ones on amendments to the laws as to responsibility for crimes.
On Thursday, one of the major issues in words of Groysman will be the draft law on state service. "I want to call on the leaders of all factions, parliamentary committees to get prepared for the consideration of this issue to ensure effective voting and adoption of this long-awaited law," he said. On the same day, the people's deputies will also be offered to consider a number of issues in the frames of the decentralization reform.
"This week, we expect the Government to amend the law on state budget and we will manage to start consideration of this document," the Chairperson of the Verkhovna Rada said. He called on the Verkhovna Rada Committee on Budget Affairs to consider this draft law and prepare it for consideration at the Verkhovna Rada.
"On Friday, we will have the Government Day to hear information about the work of the Government, ministries, ministers," Groysman said.
The Chairperson of the Verkhovna Rada also supported an initiative that touches the report of every minister at relevant Committees starting next week. He urged the Verkhovna Rada Secretariat to agree respective schedule of ministers' reports with the Cabinet of Ministers' Secretariat.
